The Penn Township Zoning Hearing Board will hold a public meeting Tuesday, January 11, 2022 at 7:00 PM to consider requests for special exceptions, variances and appeals from provisions set forth in the Penn Township Zoning Ordinance No. 623 presented by persons enumerated below.

The hearings are held in the Penn Township Municipal Building, 20 Wayne Avenue, Hanover, PA 17331.

All persons are invited to attend and be heard. The following cases will be heard:

ZHB21-34-Kyle K. Lindsey, 138 Center Street, Hanover, PA 17331. The applicant is requesting a variance to Section 300.2 (Accessory uses and structures) in order to construct a two-car garage on a property without a principal building. The property is located at 138 Center Street Rear in the R-8 zone.

ZHB21-35-Roger Holland, 751 Frederick Street, Hanover, PA 17331. The applicant is requesting a variance to section 206.2 (Use Regulations) in order to construct an industrial building to be used for manufacturing and warehouse. The property is located at 88-198 N. Blettner Avenue in the A/O Zone.

ZHB21-36-Water Street Four, LLC,1315 Hanover Pike, Littlestown, PA 17340. The applicant is requesting a special exception to Section 322 (Uses not provided for) in order to construct a Group Dwelling for a fifty-five and over community. The property is located on Moulstown Road in the R-8 Zone.



Sealed Bids for the construction of the sanitary sewer collection and conveyance system for the Oak Hills and Hershey Heights areas will be received, by Penn Township, York County, online via PennBid, until 2:00 pm, local time on Tuesday, January 11, 2022 at which time the Bids received will be opened. Bid results will be read aloud at the Township office, 20 Wayne Ave, Hanover, PA 17331.

Separate Bids will be received for Contract No. 1 – General Construction; Contract No. 2 – Pump Station General Construction; and Contract No. 3 – Pump Station Electrical Construction. Bids shall be on a unit price or lump sum basis for all Contracts.

The Work includes all materials, equipment, labor and apparatus necessary for construction of the sanitary sewer collection and conveyance system, pump stations, and other miscellaneous work shown on the Drawings and as specified.

The Issuing Office for the Bidding Documents is: GHD, 1240 N. Mountain Road, Harrisburg, PA 17112, 717-541-0622. Prospective Bidders may examine the Bidding Documents via PennBid and may obtain copies of the Bidding Documents and solicitation details at no cost via PennBid as described below.

A pre-bid conference as noted in the PennBid solicitation. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

To access this solicitation, go to https://pennbid.procureware.com and click on “Bids” on the left-hand side of the website. Search the “number column” for “Penn Township, York County”. The “title” of the project is “Oak Hill / Hershey Heights New Sanitary Sewer and Pump Stations”.  

Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L.987, as amended and supplemented. Appropriate prevailing minimum rates, as promulgated under provisions of said act, must be paid by contractors in connection with performance of the necessary work.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the contract price within fifteen (15) days of receiving a Notice of Award letter.  

Bidders can utilize the PennBid Program without any initial or recurring costs. A fee 0.33% of the total work awarded, capped at $5,000, is assessed only to the bidder who is awarded the project.
